kellyplanet STT Upgrades 22.07.07

The PET PEOPLE Collection was introduced today, and I have included it on the system here. There are currently 13 Crew.

This was an extra pain-in-the-ass from TP because:

Like a few other Collections, Pet People is not tied to a trait. This makes application to the proper crew more time consuming. 

My original programming allowed for 6 Collections, which seemed to be fine for a while. Spock and I-Chaya is the first crew to hit 7 Collections, so I bumped the kellyplanet system capacity to 10.

This is the first collection for Keyla Terrana and Argin. 8% of all total crew are not in Collections.
