The second part of the Maquis, Gul Dukat is very helpful for some reason. There is a darker side to the Federation and this is way before we learn about Section 31.

Sisko and Dukat do their best to avoid a war, and they do a pretty good job... but the Maquis are just getting started. We get some hints about Garak`s true nature, which will be further explored (though not completely) in the next episode. Starfleet is happy... but what comes will be inevitable.
