We know that Picard has been captured by the Cardassians, Jellico is in command of the Enterprise, and he is ready to go to war. The scenes between David Warner and Patrick Stewart are fantastic.
Part one was a little weak, but it set up everything we get here. There are extensive torture scenes with Captain Picard (viewer discretion may be advised), but they are done extremely well.
