Deep Space Nine PARADISE 2×15
Sisko and O’Brien are scouting colony planets which I incorrectly assumed were in the Gamma Quadrant. They find one with a duonetic field, and instead of being cautious, just beam on down.
What they find are humans that have been living a primitive existence for the last 10 years or so. Torturous punishments are commonplace, and people die of diseases that have been eliminated by the Federation years ago. This is all a social experiment by Alixus, who believes humanity has become fat, weak, and lazy.
